The Government of Sindh, Finance Department has issued a notification on 17-03-2023, clarifying the annual increment and running scale for untrained HST Science Teachers from the date of their appointment. The Senior Section Officer has issued a letter, which clarifies that the Accounts Department must follow the instructions given by the Secretary. The Finance Department must release the remaining unpaid areas and annual increments of HST Science Teachers. The Petitioners, who are HST Science Teachers, have appealed to the Department to treat them on an equal footing with HSC Science Teachers of other districts.
The District General Account Office Karachi has made a clarification about the arrears of untrained HST Science Teachers. All HST Science Teachers have sent appeals to the Honorable Supreme Court of Pakistan to sanction their annual increments and arrears. They claim their unpaid arrears and annual increments. The Account General Sindh has conveyed to the Finance Department to entertain all such cases, and the Section Officer has directed a reference letter regarding this unpaid arrears issue.
The Petitioner HST teachers got appointments as untrained science teachers, on a B.Sc. basis at the respective times in BPS-15. They submitted that notwithstanding the Petitioners have obtained qualifying credentials of higher education, the Finance Department must pay these arrears and increment amounts. The Education & Literacy Department has issued orders for allowing running scale and annual increments in respect of un-trained teachers from the date of their appointments.
This notification is significant for untrained HST Science Teachers who have been waiting for their annual increments and arrears. The clarification by the Finance Department has provided relief to them, and it will help them to feel respected and supported.
